The Royal Commission into Family Violence called for the introduction of mandatory minimum qualifications for specialist family violence response practitioners (Recommendation 209).

The recommendation will strengthen the sector and equip Victoria’s specialist family violence practitioners to provide support and responses that are consistently high quality and culturally appropriate.

The policy was reviewed between 2024-2025 and were released in March 2026.

Practitioner Qualifications

All specialist family violence response roles hired after 1 July 2021 must hold or be ‘working towards’ an Australian Qualification Framework (AQF) Level 7 or above qualification in family violence or a related discipline. The hiring organisation is responsible for determining if the discipline is related.

AQF Level 7 qualifications include Bachelor’s Degrees, Graduate Certificates, and Master’s Degrees. Visit the Australian Qualifications Framework website[1] for a full list AQF Level 7 and above qualifications.
